The pace bowler has taken over 300 dismissals in 71 five-day games with an impressive average.
The Australian chair of selectors Bailey has confirmed that captain Pat Cummins will have a crucial role in the forthcoming Ashes series.
Speculation had been growing that the veteran bowler might miss the series due to a ongoing back issue that had not yet healed.
Earlier indications from the squad suggested no final decision had been made regarding his involvement, with the five-Test series kicking off on 21 November in Western Australia.
Bailey expressed that the captain is progressing and was "optimistic" about his chances of being involved.
"We're aware that time is getting short and multiple considerations involved, aside from the back issue, but other factors as well," the selector added.
"It's positive. There's strong faith that he will feature a major part. Hopefully starting in Perth. If not, we'll reassess."
Injury History
Cummins was ruled out the ODI and T20 games against both Asian and Trans-Tasman rivals last month after examinations confirmed a lower back issue.
He has a history of back injuries, with recurrences in 2012-13, 2013-14 and 2015-16 causing him to miss three Australian summers in a limited period.
Cummins stated he would be proactive in his approach in his comeback strategy to make the squad for the contest.
The selector indicated that he did not know if Cummins had begun bowling as part of his comeback but admitted it was "getting tight" for him to regain fitness for the opener.
Contingency Plans
Should Cummins not be fit, ex-skipper Smith will lead the side.
Versatile player Green was excluded lately from Australia's squad for their one-day international series against the subcontinent side as a safety move because of soreness in his side.
Bailey described it as a "minor" injury and stated that he'll feature in the Sheffield Shield, so will be "in a good place to resume bowling."
"Considerable effort has gone into developing the strategy for him to be available for the initial game as an batting and bowling option," he elaborated.
"He was only going to play the first two ODIs in any case. How he handles the bat in limited-overs, should it hinder progress for a short period, we just made the decision to adopt a safer strategy."
