Two more people are now in custody related to a robbery at London's Heathrow Airport in which 21 people were injured by a substance believed to be an irritant spray, according to law enforcement.

A man, 24, was taken into custody in the Lambeth area for suspected theft and assault and a 23-year-old woman was detained for suspected conspiracy to commit robbery. They both remain in custody, authorities confirmed.

The arrests come after an investigation into an attack at the multi-storey car park at Heathrow's Terminal 3 this past Sunday. Prior to the incident, two women had stolen from them their luggage upon exiting a car park lift.

A toddler aged three was among the those hurt in the event. Five people went to hospital for medical care and were later discharged.

Police arrested a man in his thirties for suspected robbery and assault close to the scene. He was subsequently released pending further inquiries while inquiries continue.

Authorities were called at approximately 8:10 in the morning GMT following reports of a number of individuals injured by an irritating chemical thought to be an irritant spray.

The attack - an event that police said was a standalone incident and not being treated as terrorism - resulted in train delays and the temporary shutdown of the Central Terminal Area tunnel and the T3 parking facility briefly.
